Subject: [PATCH] Add AGENTS.md symlink (#6237)

Add AGENTS.md along the CLAUDE.md for agents that support it. While
CLAUDE.md is still required and specific to Claude Code, AGENTS.md
covers various other agents that implemented this proposed standard.

Core already adopted the same approach recently.
