Clarify markdown validate settings (#151997)

Clairify markdown validate settings

Fixes #150949

- Rename headerLinks -> fragmentLinks
- Add new `fileLink.markdownFragmentsLinks` to validate the headers on fragment links (inherits the default setting value from `fragmentLinks`)
