Implement and adopt edit session identifier API proposal (#157733)

* `IEditSessionsWorkbenchService` -> `IEditSessionsStorageService`

* Unregister provider in renderer

* Split out proposal into new `editSessionIdentityProvider.d.ts`

* Fix bad merge

* Always show progress in window

* Convert URI schemes
