3104a4e68c Remove uses of X-UA-Compatible meta tag (#177739) 
* Remove uses of `X-UA-Compatible` meta tag

We no longer support IE

Mainly removing this from the webview html but  figured we should remove the other references to it as well

* Update tests

* Fix test
