* telemetry: log experiment triggers for triggered scorecards

Add a shared `experimentTrigger` event, logged once per window for each treatment, and log it at the moment where control and treatment diverge in every experiment arm. Triggered ExP scorecards can then exclude assigned users whom an experiment never affected.

Cover the experiment-controlled settings and treatments of the Agents window sessions list, Mark as Done confetti and archive nudge, Agents window handoff, and agent-host pull request association. Conditions are computed identically in every arm, including counterfactual evaluation where only the treatment renders UI. Experiments without a single divergence moment, and onboarding experiments that already gate their assignment context, have no trigger.

Add an experiments skill that explains how experiments control behavior and when and where to fire trigger events.

Upstream also injects ITelemetryService into AgentsParallelWorkContribution for its introduction lifecycle events, so the trigger reuses that parameter.

* telemetry: skip auto-attach triggers where both modes keep the PR

Automatic association stops looking once the checked-out branch has a pull request, and restricted association keeps an explicitly associated one without resolving it again. Neither mode diverges for such lookups, so they no longer report the auto-attach experiment trigger, while pull requests that restricted mode would drop still do.

Inject IAccessibilityService into SessionsList instead of looking it up through the instantiation service.
