* nes: refactor: remove unshipped joint completion provider

Remove the unused joint provider and its exclusive configuration, activation indirection, and cache-delay override while preserving shipped NES and ghost-text behavior. Break the shared Learn More constants import cycle exposed by direct contribution registration.

* nes: fix: resolve simulation services before awaiting configuration

Keep every ServicesAccessor lookup synchronous, including the optional simulation runtime, before configuring the zero-delay NES simulation path. This fixes the accessor-after-await lint failures in the Copilot Linux and compile/hygiene CI jobs.
