* Engineering - decompose macOS stage

Split the macOS product build into Compile, Test and Sign jobs so failed jobs can be retried without repeating successful work. Compile publishes the unpacked builds, Test applies the local entitlement signature and runs the tests with retry checkpoints, and Sign mixes in the CLI, packages, signs, notarizes and publishes the final artifacts. The arm64 test job gates publishing of the arm64 and universal artifacts.

Move the macOS x64, arm64 and universal product builds into dedicated macOSX64, macOSARM64 and macOSUniversal stages, following the Windows and Linux layout. The existing macOS stage continues to hold the CI test jobs. Rename the CLI job to macOS_<arch>_CLI / "macOS (ARCH) - CLI" to match the other platforms, and update publish.ts and the artifact sanity tests to the new stage names.

* Engineering - publish unsigned macOS client from the Compile job

The macOS (UNIVERSAL) job only waits 60 minutes for the unsigned x64 and arm64 clients. Publishing them from the Sign job delayed them until the Compile and CLI jobs had completed and a new agent had set up and extracted the compilation artifact, so the universal job timed out. Mix in the CLI and publish the unsigned client from the Compile job again, at the same point as before the job split. The compilation artifact now contains the CLI, so the Test and Sign jobs only depend on the Compile job.

The Linux CLI job was renamed to "Linux (ARCH) - CLI", so the CLI artifact wait no longer recognized its producer and could not short circuit when the CLI job failed.

* Engineering - download remote Node.js in macOS test job

The remote integration tests run 'gulp node', which downloads the Node.js runtime from Azure Artifacts unless it is already cached. The macOS test job no longer builds the server, so the runtime is not cached and the download fails without authentication. Download it with Azure Artifacts authentication before running the tests, as the Linux test job does.
