* test: Stabilize flaky component fixtures

Use local decoded avatars, browser-owned readiness conditions and deferred paint to keep component screenshots deterministic. Replace the discovery SVG loader with the shared DOM spinner and preserve reduced-motion behavior. Document the fixture design contract and extend loading-state regression coverage.

Ensure the hidden spinner state wins over the shared spinner stylesheet regardless of CSS load order. This fixes the continuation regression assertion in the full Electron and browser test suites.
