* notifications: Add privacy-safe exposure and interaction telemetry

Attribute visible notifications and user interactions to audited built-in operation IDs or trusted originating extensions without collecting content or changing deduplication. Cover notification, prompt, progress, extension bridge, keyboard and accessibility paths with focused tests.

* notifications: Format telemetry classification test

Apply the repository TypeScript formatter to the GDPR measurement assertion type. This fixes the required hygiene check without changing test or runtime behavior.
