Add --fast-dns-retry option.
This gives dnsmasq the ability to originate retries for upstream DNS queries itself, rather than relying on the downstream client. This is most useful when doing DNSSEC over unreliable upstream network. It comes with some cost in memory usage and network bandwidth.

Under normal circumstances, dnsmasq relies on DNS clients to do retries; it
does not generate timeouts itself. Setting this option
instructs dnsmasq to generate its own retries after the specified time, which

must be greater than 500ms. Using this option increases memory usage and

network bandwidth.
