RD WebDesign eadba811e2 Fix the functions used to validate CF server IPs ...

The functions should only accept IPs with an optional port:
- IPs are valid: "a.b.c.d"
- IPs with port ("a.b.c.d#p") are allowed if the port is valid
- network ranges (CIDR) should be rejected
- empty ports ("a.b.c.d#") should be rejected
- all other strings should be rejected
