Create web/templates loader

  1. Compile templates at startup.
  2. Expose Render(w, name, data) helper.

Pass pre-built view models

  • Services provide data models to handlers/templates.

Acceptance Criteria

  1. No DB calls inside templates.
  2. Template rendering isolated to internal/web.
