(trunk libT) as a followup to r12182, move LPD's periodic upkeep timer into the tr-lpd.c module where it can be started & stopped with the pre-existing tr_lpdInit() and tr_lpdUninit() functions.

(trunk) Join the 21st century and use only 1 space at the end sentences. This commit is nearly as important as the semi-annual ones that remove trailing spaces from the ends of lines of code... :)
