Use makefs to make the installer EFI system partition
...
Support for msdosfs in makefs has been merged to stable/12 and made its
way into our os repo. With this, we can knock out a long-standing TODO
in the build system. Using makefs also eliminates the need to mount
msdosfs, which prevented images from being built within jails.
