Generate mtree file of rootfs directories ( #659 )

This commit adds an mtree spec file for key root filesystem
directories to the files we generate during the build process
of the release. This file contains ownership information,
permissions, size, and a sha256sum and can be used to generate
a diff of files that have been changed from the release.
