agentHost: update Claude Agent SDK to 0.3.281 (#337626)

* agentHost: update Claude Agent SDK to 0.3.281

Add the CAPI compatibility beta required for per-message output_config while preserving SDK request bodies and native Anthropic authentication.

Refresh Claude recordings and SDK test doubles, preserve meaningful whitespace in YAML captures, and require successful child tool execution in the shared subagent regressions.

* agentHost: replace CAPI beta workaround with SDK beta passthrough

CAPI now accepts per-message output_config with the SDK's per-turn-control beta. Forward that existing header instead of injecting mid-conversation-output-config.

Restore passive filtering for absent and unsupported headers, update regression tests and documentation, and verify live Opus 5.5 requests succeed without a fallback retry.
