Replace the simulated GPU lifecycle, telemetry, and compositing unit suites with isolated native GPU crashes and renderer IPC. Cover early and late initialization, recovery, reconnects, hardware-disabled startup, and disposal.

The runtime test also exposed Graphite's enabled_on status and provisional disabled startup snapshots. Observe Graphite until it is enabled before installing crash telemetry.
