Always use software AEC for known-issue ROMs

Previous logic was to always use software AEC for known-issue
ROMs (lineage, calyxos). That was modified with introduction
of Oboe ADM (643f64e). This commit restores the previous logic
to resolve issues with echo.

Resolves #13925
